documentary on the plight of Cyclone Idai victims five years after the disaster.

Location: Chimanimani District, Manicaland Province, Zimbabwe.

The Objective of the Consultancy
The primary objective of this consultancy is to produce a 20-minute documentary that captures the lived
realities, challenges, and resilience of Cyclone Idai survivors five years after the disaster.
The documentary will:
• Reflect on the social, economic, and emotional aftermath of Cyclone Idai.
• Amplify survivors’ voices and document how they have rebuilt their lives.
• Highlight accountability gaps in recovery and reconstruction processes.
• Inspire policy dialogue on climate resilience, disaster governance, and community justice.
Scope of Work
The consultant will be responsible for the following tasks:
1. Concept Development and Planning:
o Develop an inception report outlining storylines, themes, and interview subjects.
o Identify key communities and individuals to be featured in the documentary.
2. Fieldwork and Production:
o Conduct on-site filming in Chimanimani and surrounding areas.
o Capture testimonies, visuals, and community experiences reflecting both struggle and
resilience.
o Ensure representation of women, children, and marginalized voices.
3. Post-Production:
o Edit and produce a 20-minute documentary with English subtitles.
o Integrate narration, archival footage, and expert commentary.
o Deliver a high-quality HD version suitable for broadcast and digital platforms.
4. Advocacy and Messaging:
o Frame the documentary to serve as an advocacy tool for climate justice, disaster
preparedness, and accountability.
o Prepare a one-page summary highlighting key themes and recommendations.
Proposed Themes
The documentary will explore, among others, the following themes:
1. Unhealed Wounds and Unmet Promises: The reality of displaced families and gaps in recovery
programs.
2. Resilience and Community Agency: How survivors are rebuilding their lives and livelihoods.
3. Governance and Accountability: Assessing transparency in aid, reconstruction, and disaster
management.
4. Women and Children in Recovery: Gendered dimensions of loss, recovery, and leadership.
5. Memory and Healing: Cultural and emotional responses to loss, including efforts to repatriate
the remains of those lost in Mozambique.
6. Climate Change and Preparedness: Lessons from Cyclone Idai for future disaster response and
adaptation planning.
Deliverables: The consultant(s) will be responsible for the following deliverables:
• A detailed work plan and inception report.
• A 20-minute HD documentary (with English subtitles).
• A one-page thematic summary of findings and advocacy messages.
• Submission of raw footage and final edited product to the Contractor.
Timeline: The assignment is expected to take 2 weeks from the date of the contract signing.
Ethics and Confidentiality: The consultant must adhere to ethical standards in research and filming,
including obtaining informed consent, protecting privacy, and respecting the portrayal of all
participants. All collected materials and data will remain the property of the Contractor and must be
handled securely.
Language: The study will be conducted and delivered in English.
Qualifications and Expertise Primary expertise required:
The ideal candidate should possess the following qualifications and competencies:
• A degree or diploma in Film Production, Media, or Communications (or equivalent).
• Proven experience in documentary filmmaking, preferably on environmental or human rights
themes.
• Strong storytelling, interviewing, and research skills.
• Demonstrated sensitivity when working with trauma-affected communities.
• Ability to meet deadlines and produce high-quality visual content independently.
Institutional arrangements
The following arrangements will apply:
− The consultant will have a contract with Contractor, and payment will be made as per the signed
agreement.
− The consultant will be supervised by the Contractor’s Communications Focal Person, who will
provide technical guidance and community access support.
