1. Background and Context
World Vision, in collaboration with the Department of Irrigation Development (DOI) under
the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development (MLAFWRD) and
the Zimbabwe National Water Authority (ZINWA), conducted a technical assessment of the L-
Shaped Water Storage Reservoir at Tongogara Irrigation Scheme in January 2026.
The reservoir, constructed in 2023, is an earth embankment storage facility supplying
irrigation water to 80 hectares (30 ha drip irrigation and 50 ha surface irrigation) abstracted
from the Save River via the ZINWA Middle Sabi Canal system. The assessment confirmed that
while the reservoir is functional and storage capacity is adequate, structural, hydraulic, safety,
and operational deficiencies pose moderate risks to long-term scheme performance and dam
safety.
World Vision therefore intends to engage a qualified agriculture and irrigation works
contractor to rehabilitate and upgrade the reservoir in line with the recommendations of the
assessment.
2. Purpose of the Assignment
The purpose of this assignment is to rehabilitate, stabilize, and upgrade the L-Shaped Water
Storage Reservoir to ensure:
Structural integrity and embankment stability
Safe storage and regulation of irrigation water
Improved hydraulic efficiency and control
Protection against erosion, animal damage, and overtopping risks
Sustainable and climate-resilient irrigation service delivery for 80 ha
3. Objectives
The specific objectives are to:
1. Restore and protect the earth embankment to design standards
2. Improve inlet, outlet, drainage, and spillway infrastructure
3. Control erosion, seepage risks, and animal interference
4. Improve dam safety, access control, and operational management
5. Strengthen scheme operation and maintenance capacity
4. Scope of Works
The Contractor shall carry out the following works:
4.1 Embankment Rehabilitation
Clear and remove all trees, shrubs, and unwanted vegetation from the embankment
and reservoir perimeter
Re-profile, reconstruct, and compact eroded embankment sections to approved
slopes using suitable material from an approved borrow pit
Restore embankment crest levels where settlement and erosion have reduced crest
height
Apply erosion protection measures including rip-rap where required
Establish grass cover on embankment faces, including provision for irrigation of grass
cover during establishment
4.2 Drainage and Seepage Control
Construct toe drains and surface drainage channels around the reservoir to safely
convey runoff
Implement measures to reduce surface erosion and protect the downstream toe
Allow for monitoring of seepage indicators during and after construction
4.3 Hydraulic Structures
Upgrade and protect the inlet structure, including energy dissipation arrangements
Repair or replace the outlet sluice valve to ensure full operational control and
complete sealing
Install a suitable flow measurement device for irrigation management
Construct an emergency spillway to safely pass excess flows and prevent
overtopping
4.4 Animal Control and Protection Works
Fence approximately 600 m around the reservoir perimeter using durable fencing
materials
Construct a separate livestock watering facility away from the reservoir
Treat and eradicate termite and ant activity, including excavation and backfilling of
nests
4.5 Safety, Access, and O&M
Install dam safety signage and restrict unauthorized access
Provide alternative access routes to prevent traffic on the embankment crest
Support establishment of basic operation and maintenance (O&M) procedures
Provide on-site orientation and basic training to irrigation scheme management
5. Expected Deliverables
The Contractor shall deliver:
A fully rehabilitated and stabilised L-Shaped Water Storage Reservoir
Functional inlet, outlet, drainage, flow measurement, and spillway structures
Secure, fenced, and protected reservoir facility
Reduced erosion, animal damage, and safety risks
Practical O&M guidance and handover documentation
Final completion report with as-built information
6. Contractor Qualifications and Requirements
The Contractor must demonstrate:
Proven experience in earth embankment dams, irrigation reservoirs, or similar
hydraulic structures
Availability of qualified technical personnel (civil/irrigation engineering background)
Access to appropriate construction equipment and tools
Experience working in rural irrigation schemes
Compliance with environmental, occupational health, and safety standards
7. Supervision and Contract Management
The assignment will be supervised by World Vision, in collaboration with ZINWA and DOI.
The Contractor shall submit:
Regular progress reports
Requests for inspection and certification of milestones
A final completion and handover report
8. Payment Schedule
Payments shall be made in USD, in instalments linked to certified construction milestones, in
accordance with the signed contract
Mandatory Site Visit (Compulsory)
A compulsory site visit will be held at Tongogara Refugee Settlement, Chipinge on
Wednesday, 28 January 2026 at 10:00 AM. Attendance is mandatory for bid validity.

Closing date and time: 02 February 2026 at 10am. The sealed bid should be
submitted at World Vision Zimbabwe National Office tender box ,59 Joseph Road,

Bids must be sealed and clearly marked:

Scheme (WVZ)”.
