TENDER FOR THE MID TERM EVALUATION STUDY FOR MBERENGWA WEST AREA PROGRAMME
World Vision International Zimbabwe is implementing Mberengwa Area Programme is inviting tenders from reputable individuals /organizations to submit bids for the study of midterm evaluation study. The study seeks to establish what changes and impacts have occurred since programme inception and understand World Vision’s contribution to these changes, draw lessons
that can inform future programming for Mberengwa District and for World Vision Zimbabwe.
Study objectives
The study seeks to answer the following specific objectives:
➢ The relevance of the program as a whole and its component results and activities in relation to the priority
needs of the various social groups in the AP community
➢ The effectiveness of the program in carrying out its planned activities and achieving its intended results,
including addressing key cross-cutting themes such as Gender, Disability, Christian commitments,
environment and Child protection.
➢ The efficiency on the programme in using least costly resources possible to achieve same results
➢ The impact of the program which determines if the intended beneficiaries were reached
➢ The sustainability of the program’s interventions and achievements of completed projects
The purpose of the evaluation is to assess whether programming is addressing the real and
felt needs of the community as outlined in the baseline survey in 2020. The process will check
on program relevance and effectiveness on the lives of children in Mberengwa area
programme. Mberengwa Area Program went through 5 years of investment in community and
institutional projects mainly focussing on Education TP and livelihoods. Cross cutting facets
such as child protection, advocacy, disability inclusion and faith and development were
facilitated through the CESP and other TPs as cross cutting themes. The goal of Mberengwa
West AP is that vulnerable households have increased capacity to be more productive and
resilient. The programming diemnsions of the AP are documented in the Horizon Repository
starting from FY2020 and the program is poised to end 30 September 2034.

Currrently the program is its first Implementation phase stretching from 1 October 2020 to
30 September 2025.
Specific objectives:
The evaluation will focus on the following key dimensions of the program: -
➢ The relevance of the program as a whole and its component results and
activities in relation to the priority needs of the various social groups in the AP
community;
• Were the activities and outputs of the programme consistent with the overall goal,
the attainment of its objectives, and the intended outcomes?
• To what extent were the activities and outputs impacting on children?
➢ The effectiveness of the program in carrying out its planned activities and
achieving its intended results, including addressing key cross-cutting themes
such as Gender, Disability, Christian commitments, environment and Child
protection.
• What were the major factors influencing the achievement or non-achievement
of the objectives?
• Was there consistency in the shift in operating models to maintain the real
needs in mind?
• Was there behaviour change within the community through the work of World
Vision?
➢ The efficiency on the programme in using least costly resources possible to
achieve same results.
• Was the programme or project implemented in the most efficient way compared to
alternatives?
• Were all planned projects completed and completed in time?
•
➢ The impact of the program which determines if the intended beneficiaries
were reached;
• What real difference has the programme made to the lives of beneficiaries?
• How many people have benefitted?
• What lessons or best practices can be drawn from the work of World Vision and this
community?
➢ The sustainability of the program’s interventions and achievements of
completed projects in terms of:
• To what extent are the benefits of a programme or project likely to continue after
the programme closure?
• To what extent do project beneficiaries feel the programme empowered them to be
self-reliant
Based on the these objectives the evaluation should look at the investments that were
done in the following areas but not limited to:
➢ Improve improve access to structured education for children in the AP area
➢ Improved parental participation in children’s education
➢ Adquately resourced schools with teaching anmd learning materials
➢ Empower communities to sustainably protect children from abuse
➢ Improve household food, income and nutrition security

➢ Strengthen the capacity of churches towards sustaining the spiritual nurturing of
children
➢ Improve household resilience to shocks and disasters
