Job Summary:
CRS seeks a Technical Advisor II - Monitoring, Evaluation, Accountability and Learning (MEAL) for the U.S. President’s Malaria Initiative (PMI) Every At-risk Community and Household with Malaria Services (PMI PMI REACH Malaria) global project, under which CRS is a major subcontractor to PATH. PMI PMI REACH Malaria aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), data collection and use for service delivery, and other malaria prevention interventions.
As MEAL Advisor II, you will provide technical leadership and support to PMI REACH Malaria program design and implementation in line with CRS’ program quality principles and standards and PMI contract guidelines and best practices to deliver high-quality programming consistent with CRS MEAL Policy. This includes designing and implementing the Monitoring Evaluation and Learning Plan for Zimbabwe and corresponding information system to track delivery against targets. You will guide reporting processes among technical staff, ensuring timely, accurate, and complete reporting. The position will also promote documentation, learning and knowledge sharing of best practices, plus dissemination of lessons learned and project outcomes.

Duties and Responsibilities

Roles and Key Responsibilities:
• Provide guidance, technical leadership and support for all MEAL activities of the PMI REACH Malaria project throughout the project cycle to ensure project start-up, implementation, and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
• Lead the development or adaptation and introduction of the country’s M&E plan, systems, and tools in close collaboration with the technical team and consistent with contract guidelines.
• Lead and oversee routine data collection, cleaning, processing, analysis, interpretation and reporting of performance monitoring and contextual indicators in collaboration with the subnational and national malaria program (NMP) staff. This includes regular monitoring of progress toward key performance indicators.
• Support the Chief of Party I to prepare quarterly and annual project reports, ad-hoc technical reports, and success stories in line with the required formats.
• Lead data analysis and ensure effective use of data for decision-making. Collect, report, and analyze information on project activities. Adapt and implement tools and techniques to improve the quality and use of data for decision making.
• Ensure that all project data, MEAL-related tools, forms, and reports are stored on project SharePoint site and that project datasets are submitted to data repositories as required.
• Provide technical assistance to NMCP/MoHCC in efforts to improve data quality, including leading or supporting implementation of data quality audits (DQAs), data validation, and data review meetings.
• Lead or support after-action reviews of project activities, quarterly review meetings, and other learning activities to ensure the use of data to guide program decision-making and adaptation.
• Facilitate the dissemination of promising practices and lessons learned to contribute to PMI REACH Malaria knowledge management agenda. Ensure integration of innovations and best practices.
• Develop and maintain relationships with key stakeholders such as MoHCC, implementing partners, academic institutions, and donors in the area of monitoring and evaluation.
• Manage and provide technical oversight to the MEAL Officer

Qualifications and Experience

Basic Qualifications
• Bachelor’s degree in international development, public health, epidemiology, biostatistics, social sciences or in the field of malaria programming required.
• Minimum of 8 years’ experience and demonstrated skills in monitoring and evaluation for public health programs, with five years in a leadership position, preferably under PMI or USG projects.
• Familiarity with best practices in monitoring and evaluation of malaria case management and/or other malaria service delivery programs, including standard indicators and measurement, with demonstrated experience setting up and managing MEAL systems to track performance.
• Demonstrated understanding of and familiarity with a range of applied research and monitoring and evaluation approaches including health information and data management systems. Knowledge and experience of MoHCC’s health information systems (HMIS) and DHIS2.
• Ability to oversee data collection and utilization at various levels to ensure accuracy and clarity of data interpretations.
• Experience in data quality audits and data reviews, preferably for malaria programming.
• Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation.
• Familiarity with stakeholders in the malaria services space, including malaria case management, prevention of MiP, SMC, surveillance, data collection and use for service delivery.
• Demonstrated ability to work with donors, health systems actors, including MoHCC and NMCP, implementing partners, and community-based organizations and structures.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
• Experience with USG reporting requirements.

Preferred Qualifications:
• Master’s degree in international development, public health, epidemiology, biostatistics, social sciences or in the field of malaria programming required.

Travel - Must be willing and able to travel up to 30%.

Internal: CRS Zimbabwe Country and Regional Leadership and Operations, PMI REACH Malaria Team Lead, Senior Program Manager, and other PMI REACH Malaria staff, Senior Technical Advisor, Malaria, and other global technical advisors.

External: PMI REACH Malaria Consortium Partners, Department of State, PMI, Government of Zimbabwe (Ministry of Health, National Malaria Control Program), other malaria and health partners in Zimbabwe.
