Job Overview/Summary
The S& I Expert’s primary focus will be to support all ZRCS members (and through them, all ZRCS staff and related personnel) to ensure continuous improvements in reinforces protection from sexual exploitation and abuse. S/he will support ZRCS staff and members and their programs to foster a work environment that prevents and protects against sexual exploitation and abuse. This role covers PSEA and child protection in all our contexts (all ZRCS offices or wherever ZRCS employees work and within all programming).
Under the overall supervision of the ZRCS Operations Manager, and in close collaboration with the PSEA/CP focal points, the successful candidate will be responsible for supporting and tracking progress of the implementation of the global and national policy on Protection from Sexual Exploitation and Abuse and Child Protection (PSEA/CP). The S & I Expert shall continuously promote protection from sexual exploitation and abuse (SEA), our zero tolerance towards SEA and actively participate in external and internal forums (e.g. PSEA/CP focal points’ meetings and exchanges, Crisis Management teams and others). In collaboration with key groups and stakeholders, advise senior management on how to develop organizational culture and supporting processes to create a safe working environment free from sexual violence and to reduce power inequality, as a key strategy to prevent and respond to SEA (including harassment in the workplace).
• In consultation with all levels of the organization, especially HR departments and PSEA/CP focal points, support the process of improving prevention of SEA through HR policy and practices, including PSEA/CP standards into induction materials and training courses for ZRCS employees and related personnel; reinforces PSEA/CP standards from the job description to final recruitment stage and performance management; and overall in systems development to ensure ZRCS does not rehire or redeploy or provide references for those found responsible for SEA.
• Coordinate with members, the development of strategies, systems and procedures to respond to SEA, including integrating already existing complaint mechanisms and identifying additional complaint channels, supporting members with guidance on best practice community-based complaints mechanisms, and supporting the membership in developing investigative capacity and standards in victim/survivor assistance.
• Support members to have in place effective and consistent monitoring and evaluation mechanisms for PSEA/CP.
• Coordinate ZRCS members’ efforts in defining, compiling and collecting data related to Sexual Exploitation and Abuse/Child Protection and Sexual Harassment as lead on report-back both internally and externally. Technical support and capacity building (approx. 35%)
• Provide technical advice, support and mentoring to ZRCS Members and related Personnel conducting difficult investigations and act as the resource person to help source tools, resources and provide any relevant guidance.
• Provide guidance to members and trainers in the roll out of education programmes and support PSEA/CP focal points and members in the development of awareness raising, sensitization, communication, and training resources.
• Create and maintain a PSEA/SI/CP resource tools to ensure systematic education of ZRCS Staff and related Personnel to prevent and empower them to respond to SEA.
• In coordination with key stakeholders, support the PSEA/CP/SI policy development and integration of related polices across ZRCS with an aim of achieving greater consistency e.g. child protection policy, sexual harassment policy, and Code of Conduct.
• Represent ZRCS as the subject matter expert Focal Point for PSEA/SI.
• Coordinate efforts across members in answering donors’ questions towards our PSEA/CP/SI approach and further reinforcements.

• Preferred: A degree in social science, human resources, gender-based violence or related field.
• Work Experience: At least three years of relevant work experience, especially in compliance and ethics; investigative practice skills; familiarity with Safeguarding and PSEA; and experience integrating a compliance issue throughout a global organization.
• Red Cross Red Crescent experience an added advantage but not a requirement.

• Experience of working with children and vulnerable adults, including demonstrable experience of undertaking difficult interviews and investigations, and ensuring survivor protection with sensitivity.
• Strong experience from a humanitarian/NGO setting with relevant professional experience in the field of sexual exploitation and abuse, protection, gender-based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs
• Demonstrated experience in developing and delivering successful training sessions, facilitating meetings as well as developing and implementing organizational procedures and protocols.
• Excellent communication skills, including writing, training, and presentation skills.
• Excellent interpersonal skills and solid analytical skills;
• Demonstrated experience working as part of a virtual team.
• Demonstrated success influencing decision-makers without formal authority.
• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking team environment; and
• The ability to be well organized and apply a flexible approach to work.
• Strong analytical skills, monitoring and evaluation and report building.
• Strong computer skills: familiarity with MS Word, Excel, PowerPoint, and email/internet software.
• Familiarity with PSEA/CP/SI and an understanding of the international context in which this issue impacts ZRCS.
