REQUEST FOR PROPOSALS (RFP)
For External Audit Services
For the Fiscal Years 2023 and 2024

1. Introduction and Background
Impact Hub Harare is a community and co-working space dedicated to supporting social entrepreneurs,
innovators, and changemakers in Zimbabwe. We are part of a global network, and our mission is to create
a more just and sustainable world by fostering an ecosystem of collaboration, innovation, and positive
impact.
To ensure transparency, accountability, and compliance with all statutory and donor requirements, Impact
Hub Harare is seeking a qualified and experienced external audit firm to provide comprehensive audit
services for our financial statements for the fiscal years ending December 31, 2023, and December 31,
2024. The selected firm will be engaged for a two-year period, with the possibility of extension based on performance.
2. Scope of Work
The selected audit firm will be responsible for conducting an independent audit of the financial statements of Impact Hub Harare. The audit must be performed in accordance with International Standards on Auditing (ISAs) and any other applicable local and international regulations relevant to non
profit organizations in Zimbabwe.
The audit will include, but is not limited to, the following:
• Expressing an opinion on the fairness of the financial statements, including the Statement of Financial Position, Statement of Comprehensive Income, Statement of Changes in Funds, and Statement of Cash Flows.
• Assessing Impact Hub Harare's compliance with its internal policies, donor agreements, and all
relevant Zimbabwean laws and regulations, including the Private Voluntary Organizations Act (if applicable) and the Companies and Other Business Entities Act.

• Reviewing the effectiveness of the internal control systems and providing a Management Letter
that highlights any weaknesses and offers recommendations for improvement.
• Providing a report on compliance with the terms and conditions of specific donor grants, as required.

Duties and Responsibilities

3. Required Deliverables
The successful firm will be required to provide the following deliverables:
• A formal Independent Auditor’s Report on the financial statements for each of the two years
(2023 and 2024).
• A comprehensive Management Letter for each year, detailing audit findings, control weaknesses,
and practical recommendations.
• Signed copies of the audited financial statements for presentation to the Board of Directors and
key stakeholders.
• Any additional reports required by specific donors or statutory bodies.

Qualifications and Experience

Qualifications and Experience of the Audit Firm Proposals will be considered from reputable and qualified audit firms that meet the following criteria:
• The firm must be registered and in good standing with the Public Accountants and Auditors
Board (PAAB) of Zimbabwe.
• The firm must have a minimum of five (5) years of experience in conducting audits, with a
demonstrated history of working with non-profit organizations or social enterprises, particularly
those with diverse funding sources (e.g., grants, donations, earned income).
• The firm must be free of any conflicts of interest in providing services to Impact Hub Harare.
• The proposed audit team, including the lead partner, manager, and key staff, must possess the
necessary qualifications, expertise, and professional experience to perform the audit effectively.
• A demonstrable understanding of the unique financial reporting requirements for non-profits in
Zimbabwe.

5. Proposal Submission Requirements
To be considered for this engagement, interested firms must submit a comprehensive proposal that
includes the following information:
A. Technical Proposal (Maximum 5 pages)
1. Company Profile: A brief overview of your firm, including its history, size, and a list of key
personnel.

2. Relevant Experience: A detailed description of your experience with audits of non-profit
organizations, including at least three (3) client references from similar engagements completed
within the last three years.
3. Proposed Audit Team: Detailed CVs of the key personnel who will be assigned to this
engagement, including their professional qualifications and relevant experience.
4. Audit Methodology and Approach: An outline of the proposed audit approach, including a work
plan and timeline for both years, from fieldwork to the final report.
5. Understanding of the Assignment: A brief statement demonstrating your understanding of
Impact Hub Harare's mission and the specific requirements of this RFP .
B. Financial Proposal (Separate sealed envelope)
1. A breakdown of the audit fees for each of the two years (2023 and 2024), including any
additional costs such as out-of-pocket expenses.
2. A clear statement on payment terms and conditions.
