VACANCY NOTICE: PROCUREMENT MANAGER

Job Summary

To lead, guide and give direction on issues pertaining to procurement of goods, works and services whilst being the company contact person with the regulator (PRAZ).

Duties and Responsibilities

Key Duties and Responsibilities

* Develop strategies, policies and procedures so as to create a highly effective Procurement Management Unit.
* Scout for competitive local and international suppliers of the company’s key raw materials and prepare all import documentation.
* Prepare company procurement plans, individual plans and other procurement-related reports.
* Oversee the procurement of goods and services in accordance with procurement regulations and in a competitive manner.
* Prepare bidding documents and manage procurement contracts.
* Manage the Procurement Management Unit.
* Maintain records on all procurement proceedings and related matters.
* Identify and research potential new suppliers.
* Advise the Chief Executive Officer on all critical procurement matters.
* Procure, in a timely manner, all key raw materials, spare parts, consumables, outsourced stationery and other general company requirements.
* Supervise procurement staff members effectively, ensuring full adherence to the Procurement Law and Regulations.

Qualifications and Experience

Knowledge, Skills and Ability

* BSc degree in Supply Chain Management, Logistics or Business Administration.
* Professional qualification in Procurement.
* Membership of the Chartered Institute of Procurement and Supply (CIPS) is an added advantage.
* MBA or relevant Master’s degree is an added advantage.
* At least five (5) years working experience in a public procurement environment at management level.
* Working knowledge of the Public Procurement and Disposal of Public Assets Act (PPDPA Act) [Chapter 22:23].
* Knowledge of sourcing and procurement techniques, as well as the ability to “read” the market.
* Talent in negotiations and networking.
* Good knowledge of supplier or third-party management software.
* Aptitude for decision-making and working with numbers.
* Experience in collecting and analysing data.
* Strong leadership capabilities.
* A clean Class Four Driver’s Licence.
