INVITATION TO TENDER
Rehabilitation of the L-Shaped Water Storage Reservoir – Tongogara
Irrigation Scheme, Chipinge District
World Vision Zimbabwe (WVZ) invites suitably qualified and experienced contractors to
submit sealed bids for the rehabilitation, stabilization, and upgrade of the L-Shaped water
storage reservoir at Tongogara Irrigation Scheme, Ward 5, Chipinge District, Manicaland
Province. The reservoir supplies irrigation water to 80 hectares (30 ha drip and 50 ha
surface irrigation) and requires works to improve structural integrity, hydraulic efficiency,
safety, and long-term scheme performance.
Scope of Works (summary)

Duties and Responsibilities

The assignment covers, but is not limited to, the following:
 Embankment rehabilitation: vegetation clearance; re-profiling and reconstruction of
eroded sections; compaction to approved slopes; crest level restoration; erosion
protection (including rip-rap where required); establishment of grass cover and
initial irrigation for cover establishment.
 Drainage & seepage control: toe drains and surface drainage channels; downstream
toe protection; provisions for seepage monitoring.
 Hydraulic structures: inlet protection and energy dissipation; repair/replacement of
outlet sluice valve to ensure full sealing and control; installation of a
flow-measurement device; construction of an emergency spillway to safely pass
excess flows.
 Animal control & protection: perimeter fencing of approximately 600 m;
construction of a separate livestock watering facility; termite and ant treatment
including excavation/backfilling of nests.
 Safety, access, and O\&M: dam safety signage; restricted access/alternative routes
to prevent traffic on crest; basic O\&M procedures; on-site orientation and training
for scheme management.

Qualifications and Experience

Bidder Qualifications
Bidders must demonstrate:
 Proven experience with earth embankment dams, irrigation reservoirs, or similar
hydraulic structures;
 Qualified technical personnel (civil/irrigation engineering);
 Access to appropriate construction equipment;
 Experience working in rural irrigation schemes;
 Compliance with environmental, occupational health, and safety standards.
Funding & Contracting
Payments will be in USD against certified milestones as per the signed contract. The works
will be supervised by World Vision, in collaboration with ZINWA and the Department of
Irrigation.

o Qualifications/CVs of key technical personnel;
o List and proof of availability of key equipment;
o Proposed methodology/work plan and schedule;
o Financial proposal in USD with milestone breakdown;
o Valid statutory and compliance documents (e.g., tax status, registrations,
health & safety policy);
o At least three (3) contactable references for similar works.

Mandatory Site Visit (Compulsory)
A compulsory site visit will be held at Tongogara Refugee Settlement, Chipinge on
Wednesday, 28 January 2026 at 10:00 AM. Attendance is mandatory for bid validity.

Bid Submission
 Closing date and time: 02 February 2026 at 10am. The sealed bid should be
submitted at World Vision Zimbabwe National Office tender box ,59 Joseph Road,
Mount Pleasant, Harare.
 Bids must be sealed and clearly marked:
“ITT – Rehabilitation of L-Shaped Water Storage Reservoir – Tongogara Irrigation
Scheme (WVZ)”.
