About the Role
Trócaire is recruiting an International Accountant to work as part of the Ireland (HQ) based Finance Team as well as the
Global Finance function. The key role of the finance function within Trócaire is to provide financial stewardship throughout the
organisation. It is responsible for safeguarding the financial integrity and assets of Trócaire through the use of transparent
accounting and internal control systems. It reports accessible financial information to internal and external stakeholders. The
finance function is a business partner to other units within Trócaire, providing expert advice and support to assist these units
in meeting the strategic objectives of Trócaire.
This International Accountant-Roving role fills appropriate finance staffing gaps in Country Programmes in both development
and humanitarian contexts and provides additional support to an existing team when managing an external crisis or significant
projects. The role requires deployment to support specific time-bound processes in country offices, the provision of remote
surge and/or on-site managerial capacity in senior finance roles. The position includes regular international travel to our country
offices and requires flexibility in terms of physical movement from country to country and duration of assignments. The
International Accountant – Roving also plays an important assurance role across Trócaire’s country programmes. Through
targeted support, review and follow-up, the role helps to assess whether financial controls, reporting processes and compliance
arrangements are working effectively and are proportionate to the operating context. Working closely with country teams and
HQ colleagues, the postholder will identify financial risks, control weaknesses and compliance gaps, agree practical actions to
address them, and help ensure that audit and assurance findings lead to sustained improvements in financial management,
accountability and donor confidence.Reporting to the International Finance Team Manager, this is a fixed term 2 year contract and is based in either
Maynooth, Nairobi or Harare with regular travel to other Trócaire country offices. The International Accountant- Roving is
responsible for supporting Heads of Portfolios and the Country Management Teams within those portfolios, in the financial
management of programmes, programme support and administration at country level. In addition, the International Accountant
- Roving plays a key role in inputting into the development of policies, procedures and systems to continuously improve financial
management in the International Division.

Duties and Responsibilities
Key responsibilities
The specific duties and responsibilities will be deployment-dependent, but are likely to cover the following areas:
Business Partnership and Risk Management
• Providing day to day support and technical financial advice & expertise to the Finance and Administration
Managers in country, undertaking direct field support as required.
• Provide value adding support to meet the increasingly complex needs of Trócaire’s institutional funders and
support the country offices in responding to these needs.
• Proposing continuous improvements on coherent and or harmonised policies that will be of benefit to financial
management in the International Division.
• Contributing to the continuous strengthening of a global finance team, including the facilitation of monthly
international finance team calls and leading on the organisation of annual finance meetings.
• Follow up and implementation of external and internal audit recommendations.
• Identifying areas of financial risk and development of proposed solutions.
Financial Reporting & Budgeting
• Gathering, compiling and sharing financial information across a range of countries as required, to facilitate and
enhance decision-making at organisational level and ensure transparency and accountability.
• Financial and narrative reporting to the International Division and the Head of Finance on financial issues, trends,
etc. across a range of countries.
• Liaising with the Finance and Administration Managers to ensure all country programmes meet budgeting,
reporting, accounting and other financial processes and deadlines, as set out by HQ.
Grant Financial Management
• Providing support to country offices on partner financial management.
• Technical input on complex donor proposals and reports.
• Providing support to country offices on grant management financial guidelines and compliance requirements.
Financial Oversight
• Overseeing the implementation of Trócaire financial management policies and controls across a range of
countries.
• Reporting on any lack of compliance, weaknesses or problems, whether actual or potential, concerning the
financial reporting, accounting, audit or any matter in a country office which could have financial implications.
• Periodically reviewing the financial management accounting systems, controls and procedures in place in the
country office to ensure they are effective and in line with organisational policy.• Undertaking field trips (minimum twice per year) to ensure that appropriate systems of financial & internal control
are in place in Trócaire field offices and to incorporate changes as required to organisational finance systems in
order to meet country office needs.
• Conducting targeted financial assurance reviews to assess whether country-level financial controls, compliance
arrangements and audit follow-up actions are operating effectively, and agreeing practical improvements with
country teams where gaps are identified.
Projects
• Contributing to and/or taking the lead on specific projects as agreed upon by the International Finance Team
Manager.
Other
• Provide assistance to the HQ finance team during the year-end organisational audit.
• Other such duties as may be specified by Trócaire from time to time
Qualifications and Experience
Essential Requirements
Qualifications:
Qualified Chartered or Certified accountant (ACA, ACCA, CIMA or CPA).
Experience and skills:
• Strong communication and interpersonal skills with the ability to connect with people and to convert data into
information, including professional presentation of information;
• Ability to maintain good working relationships in a multi-cultural environment.
• Understanding of key principles of sound financial management, financial control procedures and risk
management;
• High quality analytical, problem solving, and conceptual skills necessary for effective strategic thinking and clear
decision making.
• Qualities: An approach to work based on integrity; values-driven; flexible and open to change. Wants to build an
environment of high trust with own team and colleagues in the wider organisation. Strong self-management with
a high level of energy and flexibility.
