General Manager – Strategic Planning, Monitoring and Evaluation (E3) 1 Post

Reporting to: Secretary
Duties and Responsibilities
Summary of Duties: Lead development and implementation of strategic planning frameworks and performance management systems; oversee monitoring and evaluation of programmes to ensure alignment with strategic goals; provide leadership to Performance Management and Programme Management teams; collaborate with internal and external stakeholders across departments; monitor progress against strategic objectives and report to the Secretary and Executive leadership; identify risks and recommend strategic adjustments; promote evidence-based decision-making and continuous improvement; ensure compliance with governance, reporting and regulatory requirements; and any other related duties assigned by the supervisor.
Qualifications and Experience
Required Qualifications, Experience and Attributes: Bachelor's degree in Administration or related field; a Master's degree in a related discipline such as Strategic Management or Business Administration. At least five (5) years' working experience at Deputy Director level or equivalent in a relevant field. Proven experience in strategic planning, programme management or performance management in the public sector; leadership and team management skills; analytical, problem-solving and decision-making abilities; communication and stakeholder engagement skills; ability to develop and implement strategic planning frameworks and performance management systems; proficiency in data systems, dashboards and reporting tools.
