1. Introduction and Background
A national institution seeks to engage a qualified consultant or consultancy firm to conduct
a Gap Analysis on Harnessing Mineral Wealth for Sustainable Local Economic and Social
Development in Rural District Councils (RDCs).
Zimbabwe is richly endowed with over 60 known minerals, including gold, platinum group
metals, lithium, diamonds, and chrome. Despite this, many Rural District Councils derive
limited fiscal and social benefits from mining activities.
The study will support evidence-based policy advocacy and strengthen frameworks for
equitable sharing of mining revenues with mineral-rich districts.
2. Objective of the Assignment
To conduct a national-level gap analysis of how RDCs currently benefit from mineral wealth,
complemented by a case study of Runde RDC, and to produce practical policy
recommendations that inform fiscal and institutional reforms.

Duties and Responsibilities

3. Scope of Work
• Review of relevant legal, policy, fiscal, and institutional frameworks governing mining
revenues and local government finance.
• Mapping revenue flows from mining operations to RDCs (royalties, levies, taxes, fees,
etc.).
• Identification of institutional, policy, transparency, and governance gaps hindering RDC
benefit from mining.
• Stakeholder consultations (RDC officials, mining companies, government ministries,
communities).
• A focused case study of Runde RDC, involving field visits, data collection, and interviews.
• Comparative analysis of best practices in revenue sharing and local economic benefit
from mining.
• Formulation of policy, institutional, and fiscal recommendations.
• Preparation of validation workshop materials.
• Revision and consolidation of final reports post-validation.

• Inception Report (with methodology, work plan, stakeholder mapping).
• National Gap Analysis Report.
• Runde RDC Case Study Report.
• Policy Brief with proposed subvention/fiscal transfer model.
• Presentation materials for validation workshops.
• Final consolidated reports.
5. Duration
The assignment is expected to take six (6) weeks, inclusive of inception, data collection,
analysis, stakeholder validation, and final reporting.

Qualifications and Experience

• At least a Master’s degree in Economics, Development Studies, Public Policy, Local
Governance, Mining Economics, or related discipline.
• Substantial experience (ideally 10+ years) in mining governance, local economic or
development planning, or fiscal policy analysis.
• Proven track record in conducting national studies, gap analyses, or sectoral policy
reviews.
• Strong stakeholder engagement, fieldwork, analytical, and report writing skills.
• Prior experience working with RDCs, government, or mining sector is an advantage.
