End of Project Evaluation Terms of Reference (TORs) : Enhanced Resilience, Adaptation to Shocks and Economic Strengthening (ERASE) Phase 3 Project

Job Description

Community Technology Development Trust (CTDT) is a Zimbabwean Private Voluntary Organization (PVO), registration number PVO - 28/12. The organization has for the past three decades contributed towards transforming rural livelihoods in Zimbabwe, through interventions aimed at building community resilience, income generation, food and nutrition security, restoration of degraded landscapes, conservation and sustainable utilization of natural resources and provision of clean water, sanitation and hygiene for decent lives. Through financial support from various donors and collaboration with like-minded institutions and civil society organizations, CTDT has championed the recognition of farmers rights, adoption of appropriate technologies, growing of traditional grains and promotion of agro-ecological practices. In pursuit of the domestication of international treaties and protocols, CTDT has worked with government and other like-minded organizations to review pieces of legislation which are retrogressive and replaced them with pro-developmental policies that are transformative and best suited to the local context. Several funding partners, academia, local authorities, service providers, government offices and project participants have contributed in different ways to this noble course.

Duties and Responsibilities

The specific expected deliverables for the Consultant / Team) are to;

✓ Draft inception report detailing the analytical framework and proposed methodology for responding to the evaluation questions.
✓ Develop data collection tools and submit to CTDT for review before use.
✓ Clean and simplify data for feedback and report writing.
✓ Produce a draft report that is authentic, and justifies the whole evaluation process.
✓ Draft Report should be availed not later than 6 weeks after the awarding of the contract.
✓ Produce a comprehensive End of Project Evaluation Report that meets the quality and compliance standards set in these TORs.
✓ The Final End of Project Evaluation Report should be submitted in both printed and soft copies not later than 4 weeks from the date of submission of the draft report.
✓ The final evaluation report should be compiled in a simple and easy to comprehend English, font type- Times New Roman, font of size 12 and 1.5 line spacing.
✓ The report should include a detailed executive summary, contents, brief project background, the methodology, findings and analysis, lessons learnt, recommendations and references as outlined in the ToRs.
✓ Data collection tools, photographs, recordings and other necessary information sources for this scope of work should be included as appendices.

Qualifications and Experience

The Consultant/ Team should possess the required expertise and relevant experience in designing and execution of an overarching End of Project Evaluation which meets the standard operating procedures set out in the TORs. The Consultant is expected to uphold the ‘Do no harm principle’ in executing their work.

The consultant, either as an individual or group of individuals, must have the following attributes and qualifications:

❖ Team leader/Lead Consultant should possess a minimum of a PhD in Social Sciences, Development Studies, Agriculture Economics, Agriculture Engineering, Environment and Climate Change, Nutrition or a related field.

❖ Demonstrated experience (at least 8 years) in qualitative and quantitative research; clear understanding of research methodologies and application of social research tools in end of project evaluations for local and international non-governmental organisations.

Theoretical and practical experience in conducting evaluations in agri-business and value chains analysis, resilience building, small-scale mechanization, product processing and value addition, WASH and policy and advocacy. Experience in agroecology, permaculture, climate-smart agriculture or any other form of sustainable agriculture would be a plus
❖ Demonstrated ability and understanding of safeguarding and core humanitarian standards.

❖ For the consultant, it is recommended to have a gender balance in the team.

❖ An adequate number of enumerators should be recruited for data collection.

❖ Knowledge and application of data collection tools and analysis such as Kobo, SPSS, Stata, ODK, is a prerequisite for consideration.
