Consultancy Title: Development of Stockfeed Production Manual & Facilitation of
Farmer Training on Sustainable Livestock Feed Production and Preservation
Project Title: Enhancing Resilience of Communities and Ecosystems in the Face of a
Changing Climate in Arid and Semi-Arid Areas of Zimbabwe (EMA – Adaptation Fund
Project)
Target Locations: Gutu District (Wards 9 & 36) and Chimanimani District (Wards 2 &
3)
Expected Execution Period: 23 October 2026 – 30 October 2026
Contracting Entity: TSURO (in collaboration with Environmental Management
Agency - EMA)
1. Background
The Government of Zimbabwe, through the Environmental Management Agency
(EMA) as the National Implementing Entity (NIE), secured a grant from the
Adaptation Fund to implement the project titled "EnhancingResilienceof
CommunitiesandEcosystemsintheFaceofaChangingClimateinAridandSemi-
AridAreasofZimbabwe". Executed over a 5-year period (18 December 2024 – 18
December 2029) across four provinces (Midlands, Masvingo, Manicaland, and
Matabeleland South) and five targeted districts (Chimanimani, Gutu, Chivi, Bulilima,
and Mberengwa), the day-to-day execution is managed by Executing Entities, that is,
TSURO (Chimanimani and Gutu) and ORAP (Bulilima, Chivi and Mberengwa).
The project addresses four strategic pillars:
1. Promoting Climate-Smart Agriculture
2. Promoting the adoption of agro-ecosystem principles and management
3. Strengthening local by-laws to integrate climate change adaptation
4. Enhancing knowledge management and Indigenous Knowledge Systems (IKS)
Rural communities within the target districts face a persistent cycle of climate
shocks, recurring droughts, and severe rangeland degradation, leading to livestock
mortality, reduced productivity, and food insecurity. Under Component 1 (Output 1.4:
Adaptation measures for livestock production promoted), the project seeks to build
community adaptive capacity through fodder bank establishment, promotion of
climate-resilient livestock breeds, holistic rangeland management, and strategic herd
management training.
To operationalize these initiatives, TSURO seeks a qualified Consultant to develop a
practical community level stockfeed production manual and facilitate hands-on
community training sessions on feed formulation and preservation in Gutu and Chimanimani districts.
2. Objective of the Consultancy
2.1 Overall Objective
To strengthen the capacity of smallholder livestock farmers in arid and semi-arid
areas to process, formulate, and preserve locally sourced stockfeed to improve livestock resilience and productivity during prolonged dry seasons.
2.2 Specific Objectives
1. Develop a simplified, practical, and highly illustrative Stockfeed Production
and Preservation Manual.
2. Facilitate two (2) practical training workshops targeting a total of at least 60
key smallholder livestock farmers (30 in Gutu and 30 in Chimanimani).
3. Build local technical expertise on using locally available fodder crops (e.g.,
Leucaenaspp., Cajanuscajan, Gliricidiasepium, Moringaoleifera), crop residues, and mineral supplements for climate-resilient feed formulation
Duties and Responsibilities
3. Scope of Work
The Consultant will be responsible for executing the following tasks between 23
October and 30 October 2026:
Task 1: Manual Development & Content Preparation
Draft a simplified, step-by-step Stockfeed Production Manual.
Ensure the manual covers practical topics, including:
o Harvesting, drying, and processing fodder tree legumes (Leucaena,
Cajanuscajan, Gliricidia, Moringa).
o Processing crop residues, urea treatment of stover; and farm bi-
products into nutritious livestock feeds.
o Hay baling, silage processing, and feed block formulation using locally
available tools and ingredients.
o Safe storage practices to protect feed against moisture, pests, and
spoilage during dry periods.
Submit the draft manual to TSURO technical teams for review and approval prior to field delivery.
Task 2: Delivery of Field Training Sessions
Conduct three (3) interactive, practical training workshops across the target
wards:
o Gutu District (2 sessions): Ward 9 and Ward 36 (targeting 30 farmers
total).
o Chimanimani District (1 session): Combined for Wards 2 & 3 (targeting
30 farmers total).
Deliver practical demonstrations on feed mixing, rationing, grinding/chopping
local materials, and preservation techniques suitable for smallholder livestock
setups.
Ensure mainstreaming of gender and youth inclusion during practical exercises.
Task 3: Reporting & Learning Documentation
Compile a comprehensive Consultancy Completion Report detailing training
outcomes, participant attendance (disaggregated by gender and age),
practical evaluation results, farmer feedback, challenges, and actionable
recommendations for sustainable adoption.
Deliverables
D1 – Approved Stockfeed Manual:
A simplified, approved user manual in Shona detailing feed formulation, crop residue enrichment and preservation methods. Deadline: 24 October 2026.
D2 – Training Workshops:
Three practical field training sessions targeting 60+ farmers, comprising two sessions in Gutu Wards 9 & 36 and one session in Chimanimani. Deadline: 25–29 October 2026.
D3 – Final Consultancy Report:
A comprehensive final training report incorporating attendance registers, evaluation results, photographs and recommendations. Deadline: 30 October 2026.
Qualifications and Experience

Target Locations:
o Gutu District: Wards 9 & 36
o Chimanimani District: Wards 2 & 3
Contract Duration: 8 calendar days (23 October 2026 to 30 October 2026)
6. Required Qualifications and Expertise
The ideal Consultant should possess the following expertise:
Academic Background: Degree in Animal Science, Livestock Production,
Range Management, Agriculture, or related field. Possession of an Advanced
degree/post graduate qualification in the above fields is an added advantage.
Experience: Minimum of 10 years of practical experience in smallholder
livestock management, fodder production, feed processing, and climate-smart
agriculture in Zimbabwe's arid/semi-arid regions (Natural Regions IV and V).
Language Proficiency: Fluency in Shona (both written and spoken) is
essential for field training facilitation.
Demonstrated Technical Skills: Proven track record in developing
participatory training manuals and conducting practical field demonstrations
for rural smallholder communities.
7. Institutional Arrangements & Support
The Consultant will work under the direct supervision of the Project Manager
/ TSURO Technical Team, in close collaboration with local AGRITEX officers
and EMA field staff.
TSURO will handle participant mobilization, venue bookings, and logistical
arrangements for the field trainings in Chimanimani and Gutu.
The Consultant is expected to provide their own working tools (e.g., laptop)
and present learning materials in a simplified, ready-to-print format.
8. Mode of Application
Interested individual consultants or firms should submit a proposal containing:
1. Technical Capability Statement / CV demonstrating relevant experience.
2. Work Plan & Methodology Outline for executing the assignment within the 8-
day window.
3. Financial Proposal covering professional fees and related operational expenses.

Applications must be received no later than 1700 hours (CAT) on 16 October 2026.
Applications received after the stated deadline shall be considered late and may not
be considered for evaluation.
Applicants are responsible for ensuring that their submissions are complete,
properly addressed and received by TSURO before the closing date and time.
