1. Introduction and Background
A development partner implementing a natural resource governance programme seeks to engage a qualified consultant or consultancy firm to produce a Policy Position Paper on the Mines and Minerals Bill.
Zimbabwe’s mining sector is central to national economic growth, yet the perspectives of local authorities and communities directly affected by mining have not been adequately reflected in ongoing legislative reforms. The assignment aims to consolidate local experiences and perspectives to inform a unified policy position that promotes transparency, equity, and sustainable management of mineral resources in line with devolution principles.
2. Purpose of the Assignment
To produce a Policy Position Paper that captures the collective views, challenges, and recommendations of local authorities on the Mines and Minerals Bill, ensuring that local governance perspectives are effectively represented in national policy and legislative reform processes.

Duties and Responsibilities

3. Scope of Work
The consultant will be required to:
1. Review the Mines and Minerals Bill and related policy and legal frameworks (e.g., Rural District Councils Act, PFMA, Devolution Framework, National Development Strategy).
2. Conduct consultations with local authorities, central government departments, and relevant civil society actors.
3. Analyse key governance, fiscal, and environmental issues affecting local-level mining management.
4. Draft a Policy Position Paper summarising challenges, opportunities, and recommendations.
5. Present the draft for validation and incorporate feedback into the final version.

Qualifications and Experience

4. Key Deliverables
1. Inception Report outlining methodology, work plan, and analytical framework.
2. Draft Policy Position Paper based on literature review and consultations.
3. Validation Meeting Report summarising stakeholder feedback.
4. Final Policy Position Paper (maximum 10 pages) ready for dissemination and advocacy.
5. Duration
The consultancy will run for approximately six (6) weeks, including inception, consultations, validation, and finalisation.
6. Qualifications and Experience
Applicants must demonstrate the following:
1. A postgraduate degree in Law, Public Policy, Governance, or related field.
2. Minimum five (5) years’ experience in policy research, mining governance, decentralisation, or related areas.
3. Proven experience in drafting policy papers or legal analyses for legislative reform.
4. Strong analytical, facilitation, and writing skills.
5. Sound knowledge of Zimbabwe’s mining and local government systems.
