BACKGROUND AND CONTEXT

The Women Leadership Empowerment and Advocacy Project (We-LEAP) - Zimbabwe project is a collaborative effort by Oxfam and four local partner organizations whose purpose is to contribute to the improved social, economic and political empowerment of women and girls in Zimbabwe. The intervention strategy is multi-faceted, addressing different aspects of women's lives to achieve comprehensive impact. The project is defined by three main pillars i.e. the Economic Empowerment, Social Norms and Protection, and Leadership and Agency. The project is being implemented by a consortium of four local partners with Oxfam as the technical partner. The partners are supporting the prevention of gender-based violence (GBV) through addressing and reducing violence against women and girls, strengthening women, young women and girl’s economic empowerment enabling them to realize their full economic potential in both public and private spheres, promoting women’s leadership and participation in decision making processes as well as promoting access to sexual and Gender Based Violence services. Ultimately the project reinforces the need to include economic empowerment as a strategy to address gender-based violence, which will ultimately lead to the participation of women in leadership roles. Oxfam’s role is to provide the partners with technical backstopping through capacity strengthening to enhance impact as well as risk management.


It is against this background that Oxfam Zimbabwe seeks to conduct an annual survey of the SDC for which a consultant(s) is sought

Duties and Responsibilities

Scope of work

The WE-LEAP project annual survey is designed to establish the project milestones against planned indicators as the project progresses towards its goal. It will collect comprehensive quantitative and qualitative data from project implementation districts in Zimbabwe. The study will employ a mixed-methods approach, including structured surveys, focus group discussions (FGDs), and key informant interviews (KIIs), to capture the experiences, knowledge, attitudes and perspectives of vulnerable women, youths and men, community leaders and other stakeholders

Profile and experience of the consultant
To ensure that the annual survey is carried out in the most effective manner possible, the consultant must possess the following attributes:

Essential

The company/ individual(s) should have the following competencies:
• A minimum of a post graduate qualification in any of the following areas; Gender/Development studies, Agricultural Economics, Monitoring and Evaluation, Economics, Business Administration or equivalent.
• A minimum of 10 years proven experience in conducting assessments, annual surveys, mid-term reviews and programme evaluations in gender justice, livelihoods, and development.
• Demonstrable experience in gender analysis for development and livelihoods projects.
• Must have a good understanding of agribusiness in Zimbabwe, shifting of social norms, and innovations for resilience building.
• Must have the ability to conduct high quality research, meet deadlines and timeously respond to requests and feedback.
• Should have strong analytical and conceptual skills to clearly synthesize and present findings, draw practical conclusions, make actionable recommendations, and prepare comprehensive reports.
• Regional/Country experience and knowledge: in depth knowledge of Southern Africa
• Language proficiency, fluency in English; good command of local languages Shona and isiNdebele
• Should have a strong reputation for independence and should comply with minimum ethical standards including safeguarding that guide research and evaluations.

The successful candidate(s) will be selected based on the following criteria
• Sound technical proposal
• Financial proposal
• Experience and educational background
The consultant should also have key personnel that are aligned to the project themes.
While evaluating the proposal the qualifications and experience of the personnel will be considered.
