Job Description

Welthungerhilfe is one of the largest, privately held, non-denominational, and politically independent German non-governmental organizations in development co-operation and emergency relief. Primarily in co-operation with local partner organizations, its task is to contribute to improved income and nutrition for the poorest rural populations in Africa, Asia, and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe almost continuously since 1980. Currently, the organization together with its partners has projects in 5 Provinces. Sector focus is on Food and Nutrition security including WASH, and when necessary Emergency response.

Duties and Responsibilities

Welthungerhilfe seeks to recruit a Business Development Officer with the following tasks and responsibilities

Job Description:
• Identify and analyse new funding opportunities aligned with the organization’s strategic priorities.
• Contribute to the development and periodic review of the organizational fundraising and partnership strategy.
• Map and cultivate relationships with institutional donors, philanthropists, foundations, and private sector partners.
• Conduct donor intelligence and landscape analysis to anticipate funding trends and priorities.
• Support positioning efforts in priority thematic areas (e.g., food systems, climate resilience, human rights, WASH).
• Conduct political, economic, and sectoral analysis to inform funding strategies.
• Monitor humanitarian and development funding trends at global and country levels.
• Analyse competitor positioning and consortium opportunities.
• Lead and coordinate the development of high-quality concept notes and full proposals in line with donor requirements, and in coordination with partners.
• Facilitate proposal design processes, including problem analysis, theory of change development, logframes, budgets, and MEAL frameworks.
• Ensure technical coherence, compliance with donor guidelines, and alignment with internal quality standards.
• Coordinate inputs from programme, finance, MEAL, and country teams.
• Support budget development in collaboration with finance teams, ensuring cost realism and compliance.
• Maintain and update the opportunity pipeline and grant tracking systems.
• Document lessons learned from proposal processes and donor feedback.
• Support internal capacity strengthening on proposal writing and donor compliance.
• Contribute to internal reporting on business development performance.
• Identify and assess potential implementing partners, including local NGOs, CSOs, and private sector actors.
• Facilitate partnership discussions and support the development of equitable partnership models.
• Contribute to due diligence processes and partnership agreements.
• Strengthen local partner engagement in co-creation processes.
• Prepare and follow up on planning studies, evaluations, and audits, and ensuring that recommendations are implemented appropriately.
• Support the planning and implementation of public relations activities, including journalist visits, media engagement, and publications.
• Represent Welthungerhilfe, in agreement with the CD/Head of Program in engagements with national and international governmental and non-governmental bodies, as well as relief and development organisations, and participating in relevant coordination platforms
• Prepare briefing notes, presentations, and background documents for senior management.
• Prepare internal project documentation (including in ProMIS) in close coordination with the Finance Unit, particularly with regard to cost and financing plans
• Ensure integration of gender equality, inclusion, accountability to affected populations (AAP), and safeguarding in proposal development.
• Promote climate and conflict sensitivity in programme design.
• Uphold humanitarian principles and organizational values in all external engagements.

Qualifications and Experience

• A University degree in a development-related field such as development studies, agriculture or Social Sciences (a Master’s degree will be an added advantage).
• At least 5 years of relevant field experience in designing, implementing, and supporting food system transformation programs.
• Proven strong competencies in programme design and proposal development, particularly within agriculture, food, and nutrition security.
• Proven knowledge and experience in Food System transformation, agriculture, livelihoods, and nutrition programming.
• Strong representation and stakeholder engagement skills.
• Demonstrated interpersonal and relationship management skills.
• Excellent analytical, oral, and written English communication skills.
